Recent National Government policy (made in Budget 2009) means that the Training Incentive Allowance (TIA) coverage for undergraduate tertiary students who are on the Domestic Purposes Benefit (DPB), Widow's Benefit, Invalids Benefit and Emergency Maintenance Allowance has been axed.

This means that the right of vulnerable groups such as low-income women and disabled people to access undergraduate tertiary education in a user-pays environment has been totally curtailed.

Paula Bennett, Minister of Social Development says,

"We have not cut the training incentive allowance; we have not cut the training level, we have merely changed the level. Sole parents would still be helped with a 'foundation course or other certificate', but at university level they would be treated as other students"

From the Ministry of Social Development:

The TIA programme has many of the features identified in the literature as success factors for policy interventions designed to overcome barriers to participation in education, training and employment (particularly for sole parents and people with disabilities). The TIA can:

* help people overcome identified financial barriers
* allow for flexible participation in a wide range of training and   education
* facilitate access to flexible high-quality childcare.

The TIA can also help in its capacity to be tailored to the needs and capacities of individuals and the labour market, and when it is delivered in conjunction with services including case management, career guidance and job search.
